Child services visited putrid NYC house of horrors — but left with 4-year-old girl trapped inside with corpses: neighbors

Children’s services visited a Bronx apartment while a 4 -year -old girl was trapped inside with the bodies of her problem mother and her brother, but officials, they moved away after playing, the neighbors said.

Lisa Cotton, 38, and her 8 -year -old son, Nazir Millien, 8, had been dead for at least two weeks before the relatives found them and the child inside the house of horrors on Friday, one day after the representatives of the Childina administration.

Sources of application of the law said that Lisa Cotton had a history of erratic behavior and had a pending ACS case for alleged child negligence before being found dead.

She was arrested in 2021 for childhood abandonment positions after the police said she was caught by balanceing her daughter in a stroller and illuminating a fire on fire in White Plains Road, the sources said.
